A big tobacco company is in the Federal Court fighting the federal government's refusal
to release legal advice on the plain packaging of cigarettes.

British American Tobacco Australia (BATA) wants access to legal advice obtained by
the Department of Health in 1995.

An appeal hearing is under way in Melbourne as BATA fights the government over a legal
document regarding plain packaging.

The government has refused to release the legal advice through Freedom of Information,
a position backed up by the Administrative Appeals Tribunal.

North Korea is still refusing to let South Korean officials investigate the fatal shooting of a Seoul tourist by one of its soldiers, a tour boss said yesterday after talks in the communist state.Aa The killing at the North's Mount Kumgang resort, after the woman strayed into a military area, has caused shock and anger in the South and has further soured relations between the two sides. The North blames the South for the incident and refuses to let it send government officials for an on-site investigation. "I strongly called for a joint probe to close this case, but the North has not shown any change to its previous position that a joint investigation is not needed," Hyundai Asan president Yoon Man-Joon said on his return from a four-day trip.

"I have to say that there was no tangible progress except that I conveyed (South Korean) public opinion and stressed the need for investigations." Yoon, whose firm operates the Kumgang resort, met three tourism officials. He said he heard that a North Korean closed-circuit TV camera on a beach where the woman was shot had not been working at the time. Yoon said that in the account he received of the killing, "there seemed to be some points different from the (North's) initial report made shortly after the incident." He gave no details. Local media and officials have cast doubt on the times and other details in the account which the North first gave to Hyundai Asan. The North said the tourist, who was taking a dawn stroll on the beach near her hotel, had gone "beyond the clearly marked boundary fence" and intruded into a military area. It said she fled when challenged and did not stop even when a soldier discharged warning shots, forcing him to open fire twice. The funeral of the victim, 53-year-old housewife Park Wang-Ja, was held yesterday in Seoul. Her 23-year-son Bang Jae-Jeong wept during the Christian ceremony.

FED:Senator Joyce recovers after bike accident

CANBERRA, April 7 AAP - Nationals Senate leader Barnaby Joyce is recovering in hospital
from a knee operation following a motorbike accident.

A spokeswoman said Senator Joyce fell off his motorcycle while mustering cattle on
his farm near Tamworth earlier in the week.

It is understood a rock pierced the Queensland senator's kneecap and the wound became infected.

He was taken to Tamworth hospital on Tuesday and underwent an operation on Wednesday.

It is understood he is making a good recovery.

Parliament is on a break until the federal budget on May 10.

CANBERRA, Dec 17 AAP - Prime Minister Julia Gillard says there is little chance any
more people involved in the fatal Christmas Island boat accident will be found alive.

Thirty people died after a wooden fishing boat carrying as many as 100 Iraqis, Iranians
and Kurds smashed into Christmas Island's Rocky Point in high seas on Wednesday morning.

There are 42 survivors.

Ms Gillard said given how much time had passed since the accident, it was unlikely
any more would be found.

"We do need to face the grim reality that it is becoming increasingly unlikely and
an increasingly remote possibility that survivors will be found at this stage," she told
reporters in Sydney on Friday.

HOBART, Aug 10 AAP - The federal government should intervene to protect an Aboriginal
heritage site threatened by the building of a new road north of Hobart, Independent candidate
Andrew Wilkie says.

A state government commissioned report found evidence of Aboriginal inhabitants at
the Jordan River levee site from around 40,000 years ago.

The report said the site was of "extremely high scientific significance".

The site is threatened by the building of the Brighton Bypass, but the Tasmanian government
has refused to put the road on an alternate path around the site.

Independent candidate for Denison Andrew Wilkie said it was time for the federal government
to step in.

"The resolution of the impasse would appear to be in the Federal Government moving
quickly to protect the site, by adding it to the National Heritage List, and by funding
a sensible adjustment of the plan for the road," Mr Wilkie said on Tuesday.

"Such an intervention would protect the Jordan River levee site and allow for the Brighton
bypass to proceed."

A security guards union is claiming the AFL finals could be put in jeopardy by planned
industrial action.

About 500 guards from security company MSS .. who staff venues like the Melbourne Cricket
Ground .. are campaigning for a pay rise above the current hourly rate of 16 dollars-12.

LHMU security state secretary JESS WALSH says after six months of negotiations MSS
is refusing to pay up and guards have been left with no option but to strike.

Ms WALSH says contractors are putting guards and the public in danger by ignoring crowd
control ratios and failing to provide proper training and meet health and safety laws.

The application to take industrial action will be filed with Fair Work Australia today
and the strikes are planned to begin next month.

CANBERRA, Dec 4 AAP - Australian universities are not controlled by left-wing academics
hell bent on brainwashing students, a Senate inquiry has found.

The previous coalition government established the inquiry into allegations of academic
bias, a week before it lost control of the upper house earlier this year.

But Labor senators dominated the committee, and its final report states that there
is no evidence of bias in the nation's universities.

"The committee's finding is that in view of the relatively tiny number of submissions
received, from the hundreds of thousands of students who are said to be affected, there
can be no basis for arguing that universities are under the control of the Left," committee
chair Gavin Marshall wrote in the report.

"If there is a Left conspiracy to influence the direction of the nation's affairs and
its social and economic priorities through the process of subverting a generation of undergraduates,
this is not yet evident."

When tabling the report, Senator Marshall said the inquiry was a waste of time.

The Labor members of the committee said the inquiry was instigated by Liberal student
organisations.

The government senators were puzzled why students didn't complain about perceived bias
to their universities "rather than to a Senate committee".

In the majority report they asked whether a left-wing bias among academics would even
pose a problem if it existed.

"The issue is whether this has any bearing on teaching and learning, or any effect
on the intellectual development of students."

But Liberal senator Mitch Fifield said that while specific examples of deliberate bias
appeared to be "uncommon", real bias could be seen in the curriculum taught in many faculties.

"It ensures a monoculture," he told the Senate.

The coalition senators' minority report recommends a charter of academic freedoms be
developed to protect students' rights to religious and political expression.

"This charter should be adopted by all universities as a condition of funding," the
minority report states.

The coalition also wants universities to conduct a full review of their complaints
processes for students.

Full text of David Hicks' statement upon his release from Adelaide's Yatala jail today.

The statement was read to media by his lawyer, David McLeod.

"Thank you for coming out on a Saturday and during the holiday period.

"I know you all hoped I might appear and answer some questions.

"I had hoped to be able to speak to the media but I am just not strong enough at the
moment - it's as simple as that.

"I am sorry for that.

"As part of my conditions of release from Guantanamo Bay, I agreed not to speak to
the media on a range of issues before March 30, 2008.

"It's my intention to honour this agreement as I don't want to do anything that might
result in my return there.

"So for now, I will limit what I have to say - I will say more at a later time.

"I would ask the media and the public understand and respect this.

"I do however want to take this opportunity to say some overdue thankyou's.

"First and foremost, I would like to recognise the huge debt of gratitude that I owe
the Australian public for getting me home. I will not forget, or let you down.

"Next, I would like to thank my family and friends who have been so supportive of me.

Words cannot adequately express the level of my feelings for them. I love them very much.

"Also my team of lawyers: Major Dan Mori, Josh Dratel, Michael Griffin, Steve Kenny

Hardie is gravely ill in hospital.

BERNIE BANTON says he's been stricken by Peritoneal Mesothelioma .. a type of cancer
that attacks the lining of the abdomen .. caused by exposure to asbestos.

Mr BANTON says he plans to sue James Hardie for further compensation .. for the deterioration
of his health .. from the fund for victims of asbestos-related diseases he fought to establish.

In a statement .. Mr BANTON says he'll fight them to his dying breath to ensure his
family is OK .. but he also intends fighting pretty hard to live.

Mr BANTON will hold a media conference at Sydney's Concord Hospital at 11 o'clock this
morning (AEST).

APA Manufacturing says hand taps on the tanks may have been fitted with undersized
O-rings .. and there's a chance of the liquid escaping from the hand tap spindle.

The nationwide recall relates to tanks installed in vehicles between November last
year and February .. and APA says it's trying to contact all motorists affected.

The company says while the risk of failure is minimal .. the recall's a matter of safety.

Seven buys stake in Fairfax

SYDNEY, Dec 5 AAP - Kerry Stokes's Seven Network has bought a stake in newspaper publisher
Fairfax.

The network has bought a less than five per cent stake in the publisher of The Sydney
Morning Herald, The Age and The Australian Financial Review, The Australian reports today.

Seven, which already owns 14.9 per cent of West Australian Newspapers (WAN), does not
have to disclose its Fairfax shareholding until it becomes a substantial shareholder with
at least a five per cent holding.

The company confirmed it had bought a stake in Fairfax yesterday without revealing details.

The Australian said Seven was amassing a portfolio of strategic media assets ahead
of imminent changes to media ownership laws, armed with $3.2 billion in cash after last
month's deal to sell half of its media business group to a private equity group.

SYDNEY, April 28 AAP - A man charged over the repeated sexual assault of a teenage
girl has been refused bail in Sydney.

Perth man Antonio Salvatore, 27, was extradited from Western Australia yesterday and
faced Waverley Local Court today charged with 12 child sex-related offences.

The court was told the girl was forced to have sex in several Sydney locations in April 2002.

She also was asked to become a prostitute on two occasions.

The assaults were reported to police by the girl's mother, the court was told.

Magistrate Jeanie Carney refused Salvatore's bail application and remanded him in custody
to face Central Local Court next Thursday.

He was not required to plead to the charges.

Doctors will have to tell private health patients how much their operation will cost

Under reforms being considered by the federal government .. the Private Health Insurance
Ombudsman will be given the power to investigate complaints related to gap costs.

If the ombudsman rules a private hospital hasn't sought a patient's consent to the
cost of treatment .. the patient might not have to pay.



Newspoll Iraq Aust (SYDNEY)

Voter support for Australia's involvement in the Iraq war has plummeted.

A Newspoll of 12-hundred Australians .. published in the Weekend Australian .. shows
66 per cent of voters believe our participation wasn't worthwhile .. compared with 58
per cent one year ago.

And fewer than half of coalition supporters now believe the war was worth it.

Sudan Egypt (CAIRO)

Ten Sudanese refugees have been killed in Egypt .. as thousands of riot police broke
up a three-month protest outside UN offices in Cairo.

Police armed with sticks and shields stormed the small square where the Sudanese were
camped .. causing a stampede that left 30 of the protesters injured.

They were immediately taken to hospital .. where 10 of them died.



Indon Spying (DENPASAR)

The chief of Indonesia's spy agency has opened the country's first local intelligence
office on Bali.

Officials say it will speed up coordination between Jakarta and local intelligence agents.

Similar local operations are being set up throughout the Indonesian islands.

Bali has been bombed twice in recent years .. in attacks targeting Westerners.

Europe's second snowstorm this week has piled drifts on roads and railway lines ..

stranding drivers and delaying trains.

Police in Poland say 23 people .. many of them homeless .. have died of the cold there
since December 20.

boy and injuring 11 other people.



Med Birth (WASHINGTON)

A new study shows pregnant women who are coached through their first delivery don't
fare much better than those who just do what feels natural.

Researchers in Texas found that women who were told to push 10 minutes for every contraction
gave birth 13 minutes sooner than those who weren't given specific instructions.

But they say the difference has little impact on the overall birth .. which on average
takes up to 14 hours.

The Australian Mobile Telecommunications Association says Australians should consider
recycling their old mobile phones.

ROSE READ .. who's the spokeswoman for the AMTA's MobileMuster program .. says mobile
phones contain many valuable materials .. like plastics .. silver .. gold and nickel.

And she says there's about one kilo of gold .. in every 50 thousand handsets.

Ms ROSE says more than 90 per cent of the materials in mobile phone handsets .. batteries
and accessories can be recycled into new products .. like jewellery .. fence posts and
stainless steel.





She's warning mobiles aren't biodegradable .. so they shouldn't be thrown in the rubbish
bin .. to end up in landfill .. where they could harm the environment.

Ms ROSE says old mobile phones can be dropped off for recycling at many local mobile
phone retail outlets.

A West Australian pastor has appeared in court after he and a group of people allegedly
intimidated Christmas shoppers by preaching the gospel at a shopping centre.

ROSS ALEXANDER HOUNSLOW, the pastor of the Potter House Christian Church, faced Bunbury
magistrate's court yesterday charged with failing to give his name to police.

On Saturday, authorities were called to a shopping centre in Bunbury, 180km south of
Perth, following complaints a group of people were acting in an intimidatory manner.

Police say shoppers had complained pamphlets were being thrust in their faces and the
group was blocking the entrance to the shops.

Police allege the group refused requests by council rangers to move on, despite lacking
the necessary permit.

Senior Sergeant GEOFF FULLER said earlier HOUNSLOW was arrested because he wouldn't
provide his details.

Leisure complex could create up to 1,000 jobs.(News)

Up to 1,000 jobs could be created as internationally-renowned companies "queue up" to develop a multi-million pound cinema and leisure complex in Redditch.

Redditch Borough Council has officially invited offers this week for the town's Abbey Sports Stadium site and a number of foreign companies have already shown an interest.

Leisure chiefs hope to link up with a major private developer to build a nine-screen cinema, restaurant, redevelop the stadium, incorporate a swimming pool, indoor tennis court and other sports facilities.

Mr Paul Patten, the council's director of leisure, said such a development held "enormous potential" for the area.

"We would hope to create a similar beneficial effect on the local jobs market and bring in a lot of investment into the Worcestershire economy. It is a massive site and we hope will help to put the town on the leisure map, not only within the West Midlan ds, but in the country as a whole."

He said the site was being marketed and a number of developers of "international standing" had shown an interest in the project.

Mr Patten added: "There is an indication that companies are queuing up as they can see the potential in this type of development.

"This will provide developers an opportunity to use their imaginations in coming forward with ideas for the stadium and incorporate our wishes for a swimming pool and indoor tennis arena."

He said new innovative features could also be added to the site, with the possible development of Cybernet cafes which allows customers to surf the Internet.

Carpenter Sells Final Talley Business Unit.

WYOMISSING, Pa.--(BUSINESS WIRE)--June 30, 1999--

Carpenter Technology Corp. (NYSE:CRS) announced today that it has completed the sale of Talley Defense Systems Inc., which designs, develops and produces propellant-based products for defense and commercial customers, to an employee stock ownership plan (ESOP) and key members of the existing management of the company.

The purchase price was not disclosed, although Carpenter said the proceeds were in line with the estimates received previously from investment banker Credit Suisse First Boston.

Talley Defense Systems was part of Talley Industries, a conglomerate that Carpenter acquired in 1998 for its specialty alloy manufacturing and distribution businesses. Carpenter now has closed on the sale of all the Talley businesses it planned to divest.

In addition to Talley Defense Systems, they are: Waterbury Companies Inc., John J. McMullen Associates, Universal Propulsion Co., Electrodynamics Inc., Porcelain Products Co., Dimetrics Inc. and Rowe Industries Inc.

Talley Defense Systems products are found in a variety of critical defense and safety applications, including automotive airbags, solid propellant gas generators and rocket motors. Based in Mesa, Ariz., the company had sales of $26.5 million in 1998.

Carpenter manufactures and distributes stainless steels, titanium and other specialty alloys, and various engineered products. Benchmarks: sales & marketing cost ratios.(Metrics & Benchmarks: Benchmarks)

Sales and marketing costs have always been one of the software industry's biggest budget items, and often the most difficult to compare from company to company. The marketing mix that builds high-volume sales for a branded retail title is almost certainly wrong for companies that sell big-ticket enterprise solutions or vertical-market products. Competition, price, growth objectives, product reputation, channels--the list of key marketing variables can be almost endless.

And yet there have to be some points of comparison, some way to set reasonable benchmarks for sales and marketing spending. To see if we could carve out such benchmarks, we recently polled our readers and other software company senior executives to see how they divide up their individual S&M budgets. We collected usable data from a total of 99 respondents, who also supplied demographic data about their annual revenues and the price of their best-selling products. With the help of this data, we've uncovered some interesting guidelines for sales and marketing cost comparisons:

S&M Spending as a Percent of Total Company Revenues

We asked our survey respondents to tell us the percent of total company revenue they spend on "all forms of sales and marketing," and we found that the overall average was 20.7%, with half of the companies in our sample reporting S&M spending between 12% and 26%. (As a point of reference, Microsoft currently spends 18%-19% of its revenues on sales and marketing.) The real surprise, however, is that company size and product price seem to have almost no impact on this ratio:

Of course, there are companies that find themselves spending far more aggressively to win market share or to grow rapidly (in fact, S&M spending among public software companies is usually in the 45%-50% range). And there are certainly others that--at least temporarily--have found niches where single-digit S&M spending levels bring in acceptable sales. But for most software companies, a sales and marketing budget of 18%-22% of sales is squarely in the mainstream.

S&M Spending by Category

Software companies may invest roughly the same overall percentage of their revenues in sales and marketing, but when we drill down to specific expense categories we begin to see more significant variations. Using survey data on category-level spending, we assigned our respondents to six groups based on each company's primary S&M spending focus-e.g., support for a direct sales force, reseller channel promotion, Web sales, etc. We then looked at how companies in each group typically allocated spending for other S&M categories. Here's what we found:

* The direct sales category: For slightly more than half of our respondents, a direct sales force (including inside telesales and outbound sales reps) is the company's top S&M spending priority. Moreover, companies with a direct sales emphasis tend to commit almost two-thirds of their dollars to this one category; their budgets have little room for other marketing activities and channels. Predictably, companies with a direct sales emphasis tend to sell higher-priced products; median product price for this group is $17,600.

* The reseller channel category: Another fairly large group of companies rely on third-party resellers (VARs, retailers, catalogs, etc.) as their primary sales channel, and they spend heavily on channel-related lead generation programs and promotions.

However, the total S&M budget for this group-and for other groups-includes greater spending on marketing communications and trade shows and seminars than we see in the direct sales group. Product prices for this group also tend to be lower than among direct-sales companies, though the median is still almost $10,000

* The Web/e-commerce category: The Web offers an economical alternative to traditional sales channels, and we identified eight companies that commit the biggest piece of their S&M budgets to online channels. All of these companies are small (under $5 million in sales), and they have the lowest total S&M spending--an average of just 13.4% of sales. Median product price for this group is quite low, at $523.

* The direct response category: Eleven companies in our sample sell through direct mail and other direct channels; like the Web group, these companies typically sell lower-priced titles (median $795).

* The trade show and seminar category: Although we found only five companies in this group, event marketing does appear to be a viable strategy for at least some companies (mostly smaller firms). Median product price for this group is $1,200.

* The marketing communications category: We found nine companies that invest the biggest chunk of their budgets (39%) in activities that are chiefly brand-building-advertising, public relations, demos, sales collateral, and research. No other category of spending gets much emphasis in this group, yet their total S&M spending is a fairly efficient 15% and median product price is $2,000.

Online TV watchers grow; so do the number of ads; Zipping through shows thing of past; Networks see opportunity to make more money.(Business)

LOS ANGELES -- One of the rewards of watching TV online is not having to sit through as many commercials. Now the networks are chipping away at that little luxury.

CBS shows twice as many ads per show on its website as it did last year. The CW network shows four times as many. Dozens of shows from major cable networks now carry as many ads online as they do on TV. More shows will follow soon.

The online audience is still small compared with television, but it's growing. Networks hope that by showing more ads, they can make about as much money per viewer online as they do on the tube.

It's a change from the early days of online video. When ABC started putting full episodes of its shows online in 2006, fans could zip through the hourlong dramas "Lost" and "Desperate Housewives" in about 45 minutes. One short ad played a few times per show.

Limiting commercials kept people from going to unauthorized websites to watch pirated copies of shows. It also helped networks reach new audiences in college dorms and teenage bedrooms.

Now, as online audiences grow, networks see an opportunity to make more money. A recent episode of "Hawaii Five-O" carried 6-1/2 minutes of ads online. That's less than the 16 minutes on TV but double what an hourlong show carried on CBS.com a year ago.

Online video has improved in recent years with faster Internet connections and better technology. The advances have led some people to give up on regular TV -- and hefty cable bills that come with it -- and watch only online.

The websites of ABC and NBC and some cable channels offer a range of recent episodes online, as does Hulu, a site owned by the parent companies of ABC, NBC and Fox.

Other networks offer live sports online. ESPN puts events on ESPN3.com for viewers who get Internet service through certain providers. And NBC put hundreds of hours of live competition online during the 2008 and 2010 Olympics. NBC agreed Tuesday to pay $4.4 billion for the rights to televise the Olympics through 2020.

Watching your shows on a computer, of course, means being forced to watch the ads. On the tube, digital video recorders allow you to fast-forward through them. For many people, the convenience of watching whenever, wherever makes going online worth it.

CBS now shows about two or three ads per break online, up from one a year ago. CBS can charge higher rates than TV partly because online ads can do more -- allow viewers to click to a website for more information, for instance.

"We've got a model today where we're comfortable whether that viewership happens on the Web or TV," said Zander Lurie, CBS' senior vice president of strategic development. The company doesn't give a breakdown of how much revenue it makes from each format.

The CW, a broadcast network owned by CBS and Time Warner, now shows four commercials in a typical break instead of one -- as many as there are on regular TV.

For both networks, viewership online grew anyway, a sign that viewers don't seem to mind.

The CBS and CW examples show that for big-budget TV productions, at least, it's possible to make enough money from the Internet to pay for shows if audiences suddenly shift entirely online. Newspapers and music companies have struggled with similar dilemmas as their audiences have moved online.

For the networks, there's a side benefit to the growth of online ads. If Internet viewers watch shows with exactly the same ads as their TV counterparts, they will be counted in Nielsen's regular TV audience ratings.

That means that when networks approach advertisers every spring to sell commercial time for their upcoming fall lineups, they can add online audiences to their total count and bring in more money.

Byline: Ian Birrell files a rare - and disturbing - dispatch from inside Syria

KHALID was not a political activist, just an ordinary middle-class man inspired by the tide of change sweeping across the Arab world. Three weeks ago he joined a group that met at a Damascus mosque and protested against their government. Speakers stressed they had no weapons and hundreds chanted: 'Peacefully, peacefully, we want freedom peacefully.'

The response was immediate and vicious. Secret police attacked the men and women daring to defy a repressive regime that has ruled with fear for 40 years. But, in an astonishing turn of events, the watching crowd turned on the loathed security forces and beat back their oppressors. Soon, however, reinforcements were called and cracked down hard, hauling dozens of people off to police cells.

Among them was Khalid. His family despaired, knowing what happens in these suburban torture chambers. His mother toured police stations for information on his whereabouts but abandoned her quest after a volley of aggressive abuse. She feared she might never see her son again.

Six days later, Khalid turned up. He had been dumped in a back street with about 50 fellow protesters. Like the others he had been hideously beaten. His battered body was even covered with bite marks left by his captors. He will not protest again but his brother is furious. 'We are not political people, but politics has come into our house,' he told me.

This demonstration was just one of scores that have erupted across Syria, leaving 200 people dead, hundreds missing and the nation tremulous. In January, President Bashar Assad boasted he had no cause for concern over the popular protests in the Arab world as his dynastic dictatorship reflected 'the beliefs of the people'. Most observers shared his confidence, if not his disingenuous diagnosis.

Now Syrians debate if the regime will survive and diplomats watch nervously. For this explosion of anger not only has the potential to rip apart Syria - it could shake the entire region, given the country's pivotal role in events from Israel and Lebanon to Iraq, Iran and even Turkey.

Part of the regime's survival strategy is to keep out foreign journalists. Agency reporters have been expelled, bloggers detained. Snippets of information leak out through furtive phone calls, Facebook and Twitter, revealing a partial picture of a regime trying to repress dissent with increasing desperation.

Last week, however, I spent five days in Damascus and the south of the country where the protests began, talking to political activists, students and ordinary families. Some were too scared to discuss politics; others could not stop.

On the surface, everything was normal. The sun shone, tourists trod the ancient streets of Damascus and shoppers were out buying food and spices in the famous covered souk. Syria is a secular state, so men drank beer in a park near my hotel while women in tight jeans held hands with their boyfriends. Everywhere, people were friendly and welcoming.

There were, however, many new banners in the streets bearing the nerdish features of Assad, the one-time London eye doctor who became a dictator. Cars and shops brandished new pictures of their leader. And an air of paranoia hung over the city.

Before talking to me, one woman put her mobile phone in her handbag then zipped it up in case it was bugged by security forces. Another person said he placed his by the television with the volume turned up when discussing 'the situation' at home. A third only used news websites in internet cafes, and never for more than ten minutes, to avoid detection.

Several people inadvertently dropped their voices to a whisper whenever they mentioned their president by name, even in their own homes. 'I've felt scared all my life,' said one young woman. 'My father told me from a very early age to remember that walls have ears. Isn't it terrible children must be told such things?'

There is good cause for such caution. These smart, savvy people all knew others who had been jailed or beaten in recent weeks. 'A couple of my friends were arrested,' said one. 'The wife was beaten up then released. Now her mother wants her to leave the country and go to Dubai, but she won't leave until her husband is released.'

Another told of a friend last seen covered in blood as he was dragged off by security forces during a protest. 'His mother is frantic - she just wants to know if he's alive after two weeks of hearing nothing.'

Few venture out late in a city renowned for its bustling nightlife, given the oppressive mood and prowling gangs of secret police.

'I looked at one list of arrests and there were seven people taken in for having a conversation in a cafe,' said one person. 'This is why we stay in with our families or close friends.'

So what is going on in a nation for so long seen as an island of stability? Just as in Tunisia, when the selfimmolation of a fruit seller sparked a fire that swept North Africa, it all began in unexpected circumstances in a most unlikely place.

On March 6, 15 teenagers were arrested for scrawling graffiti in Deraa, a nondescript farming town near the Jordanian border. They had written on a wall, 'The people want the regime to fall' - the mantra of the Arab spring. Their parents, accompanied by a local religious leader, went to the police to plead for their release, but were told to forget about their children.'Go away and have some more' was the advice.

When this provoked huge demonstrations in front of the city's mosque, the local police chief - who happened to be the president's thuggish cousin - ordered his forces to open fire. Five people were killed, starting a chain reaction that has led to dozens of deaths in Deraa and an uprising across Syria.

The regime initially tried a combination of concessions and repression to stop the protests. The police chief and an unpopular local governor were sacked and detainees released, but this failed to quell anger in an area where tribal concepts of honour run deep. When some of the arrested teenagers were freed they had been tortured, with faces smashed up, burns on their bodies and fingernails pulled out.

Eight days ago, security forces killed at least 28 demonstrators in Deraa and two other cities, the highest death toll yet on a single day. Deraa is sealed off, but driving nearby the following day I saw army trucks heading towards it laden with coils of razor wire.

One activist said local elders were still trying to keep things calm, but if any of the missing teenagers turned up dead 'the guns will come out'.

Protests have taken place mostly on Fridays after prayers at mosques as it is the one time police cannot stop crowds gathering - although in Damascus, security forces inside the main mosque showed guns in their belts as a warning. Last week was different, despite a chilling warning on television that there was 'no more room for leniency'. A slew of stories indicated unrest was spreading and the regime's iron grip loosening.

On Sunday morning, word spread that communications and power supplies to the port of Banias had been shut down. As the day wore on, four people were shot dead and there were rumours a nasty smuggling gang linked to the regime had been let loose on protesters. Nine soldiers were killed in a roadside ambush nearby.

On Tuesday, armed men turned machine guns on a village near Banias. Science students at Damascus University marched and there were claims that soldiers who refused to fire on protesters were themselves shot. Wednesday saw the first demonstrations in Aleppo, Syria's second city, while mothers of arrested men blocked a major highway. Then on Friday there were more big protests, especially in Damascus where tear gas was fired after tens of thousands tried to march on the city centre and tore down posters of Assad.

There are reports of bodies being withheld from families unless they agree to keep silent; of security forces preventing injured people receiving treatment; of medical personnel shot as they treat the wounded; of blindfolded detainees whipped and given electric shocks; of snipers targeting people seen filming demonstrations with mobile phones.

The country's economy is struggling and unemployment is rife, but whenever I asked what provoked the unrest, the answer was always the same: 'Dignity'. This simple word has reverberated around the region in recent months, encapsulating a sense of degrading powerlessness under corrupt, despotic regimes.

Syrians spoke of wanting an end to fathers humiliated in front of their families by security goons, of parents living in fear of the disappearance of a son or daughter, of petty officials constantly demanding bribes and of well-connected individuals creaming off the nation's wealth.

There have been repeated calls for the lifting of the state of emergency, imposed nearly half a century ago. Some Syrians want regime change. But some just want reform, especially the older generations, partly out of admiration for Assad's hardline stance on Israel and partly for fear of sectarian turmoil. This is a country that borders both Iraq and Lebanon, after all.

The president has mishandled events from the start. First he hinted at reform, then he missed the chance to calm the anger with a rambling, shallow speech. Next his tactic was to blame outside intervention and sectarian agitators, with footage on television of supposed spies and armed gangs. Now there are hints he is preparing concessions after meeting a delegation from Deraa. This may be Assad's last chance to pull his nation back from the brink.

This accidental autocrat - who is married to the beautiful daughter of a West London cardiologist and is in charge only because his older brother died in a car crash - has repeatedly dashed hopes of reform. He remains strong, propped up by elite military forces and an estimated 200,000 secret police, but clearly has not learned the lessons of recently deposed despots.

The big fear is he might repeat the grotesque tactics of his father when faced with a revolt by Sunni Muslims. In February 1982, Hafaz Assad ordered his younger brother to flatten the town of Hama, an opposition stronghold. Troops encircled the city, then it was carpet-bombed, shelled and bulldozed. At least 20,000 people died, most of them civilians.

There is also concern over what happens if Syria implodes. Like other Middle Eastern states, it is a mosaic of religions, tribes and ethnic groups glued together by the government. But many Sunni Muslims believe the regime is run to benefit the Alawites, a Shia Islam sect that makes up just 11 per cent of the population. As a result, Assad made overtures to conservative Muslims earlier this month, stopping a controversial casino and rescinding a ban on teachers wearing the full-face veil.

Protesters repeatedly stress their unity, chanting 'Syrians are one'. But if the country crumbles into sectarian violence, the implications are immense. Syria's alliances with Iran, Hezbollah in Lebanon and Hamas in Gaza might be weakened, but the consequences if the kaleidoscope is shaken would engulf the entire region. Some believe there would inevitably be another civil war in Lebanon, while the Syrian border has long been Israel's quietest despite the two countries' enmity.

The hope is these protests lead to the end of the terror and savagery. But the fear is those teenagers spraying graffiti have sparked a fire that sets the Middle East aflame again.

That is why one source concluded our discussion by saying: 'You know, all I really want is for my wife to be able to walk home in Damascus without fear at night.' It doesn't seem too much to ask, does it?
