Contras refuse to give up arms

MANAGUA Leaders of Nicaragua's U.S.-backed contras rejected apeace proposal offered Sunday by the Sandinista government, saying itwould require contra forces to surrender their arms before movinginto cease-fire zones.

Contra leaders called the proposal a setback that raises doubtsover whether the war can be ended.

"There are new elements in the proposal that didn't existbefore," contra leader Pedro Joaquin Chamorro said. "Some are verydangerous steps that could potentially affect this process and beginthe war once again."
